Kevin Harper is Director of Public Policy at ATA, the premier organization working to accelerate the adoption of telehealth. Kevin works with and on behalf of ATA members and likeminded organizations to eliminate barriers to the expansion of telehealth and ensure patients, providers, and payers can realize the benefits of virtual care.
Prior to joining ATA, Kevin served as the global healthcare policy leader for Underwriters Laboratories (UL), where he was responsible for the company’s digital health, health IT, and cybersecurity policy issues. In this role, he directed advocacy efforts at the federal and international level to advance the company’s public safety mission, while advising UL’s global business units on regulatory and legislative policies affecting the company and its clients. Prior to UL, Kevin served on the legislative staff of Rep. Gerald E. Connolly (VA-11) where he managed a broad portfolio of tax, regulatory, and technology issues and developed a nuanced understanding of the challenges facing technology companies, advocacy groups, and trade associations.
Kevin earned a Master of Public Policy (MPP) from George Mason University and received a BA in History from the University of Central Florida.
